Recycled is not the same as freed.

Does Recycle Bin take up space?

Yes. When Windows moves a file to Recycle Bin on the same drive, its data usually stays on that drive. The file disappears from its original folder, but its storage is still occupied until it is permanently removed.

Why keep the files at all?

The bin gives you a chance to recover something you removed by mistake. Open Recycle Bin, select an item, and choose Restore to return an item that is still available to its original location. Windows controls how long and how much the bin retains.

When does the space become available?

Space can become available after the files are permanently removed from Recycle Bin. You can remove selected items or empty the bin using Windows. Check its contents first: this removes the normal Recycle Bin restore option.

How Storage Scanner reports cleanup

The cleanup tray shows what you have collected for review. That is a selection estimate, not a promise that the same amount of space has been freed. After a Recycle Bin operation, Storage Scanner keeps measured drive capacity separate from the cleanup selection.

Why might the totals still differ?

Allocated disk space can differ from file length. Hard links, system-managed files, permissions, and excluded locations also complicate a simple sum. A fresh scan and the drive's measured free space answer different questions, so read them together.
